The Municipal Coalition for Affordable Housing (MCAH) is a nonprofit organization of elected and appointed officials from municipalities throughout the Commonwealth of Massachusetts. The members of MCAH believe the responsibility for the production of low-cost housing should be returned to individual communities. Existing statutes, administrative regulations and policies should be reformed to enable municipalities to implement a broader range of low-cost housing alternatives, ensure consistency with long-range planning, maintain historical preservation and environmental protection use appropriate local preference and exercise sensible oversight.
MCAH is not in favor of repealing 40B, but has proposed legislation in the House and Senate to modify Chapter 40B to allow local officials to play a greater role in developing affordable housing in their community. The Massachusetts Municipal Association (MMA) and Citizens Housing and Planning Association (CHAPA) support this legislation.
